EMS Professional Educator Challenge Application

As of June 2024, there is no longer a “Professional Educator Challenge” process included in NH Administrative Rule. Instead, those with previous instructional experience can apply for an EMS Instructor or EMS Instructor Coordinator (I/C) license provided they have met or exceeded the professional qualification standards in NFPA 1041 for Fire and Emergency Services Instructor I or Fire and Emergency Services Instructor III.

Currently, the following courses are considered to meet or exceed the NFPA 1041 Professional Qualification Standards for Fire and Emergency Services Instructor

Instructor I (EMS-I)

  • Fire and Emergency Services Instructor I
  • NAEMSE IC Levels 1 & 2

Instructor III (EMS I/C)

  • Fire and Emergency Services Instructor II & III*

* The standards, knowledge, and skills in Fire and Emergency Services Instructor II is prerequisite for Fire and Emergency Services Instructor III.

Alternatively, you may submit evidence of meeting the standard through a portfolio evaluation.

INSTRUCTIONS: Please provide a portfolio  of evidence of meeting or exceeding the standards for the level of instructor for which you are seeking licensure. You can use the EMS Instructor and EMS Instructor Coordinator (I/C) Credit by Portfolio Evaluation packet to guide assembling your portfolio. Candidates seeking licensing as a State EMS Instructor must meet or exceed NFPA 1041 Chapter 4 (Fire and Emergency Services Instructor Level I). Candidates seeking licensing as a NH EMS Instructor Coordinator must meet or exceed NFPA 1041 Chapter 5 and 6 (Fire and Emergency Services Instructor Level II and III). Please note that the successful completion of this process will not result in certification at the level for which you were evaluated.

This process allows qualified individuals to be eligible for licensing. After successfully completing this process, you will need to submit an Initial EMS Instructor Coordinator Application. This evaluation does not substitute for any instructor mentoring required by the licensing process.
