The New Hampshire Department of Safety, Division of Fire Standards and Training &
Emergency Medical Services is seeking proposals from vendors who can provide testing services for an early
detection cancer screening pilot program for active and retired firefighters in New Hampshire.
This pilot program, established per Governor Sununu’s signing of Senate Bill 352 in July, represents a critical
initiative aimed at addressing elevated cancer risks associated with firefighting. The program seeks to enhance
early detection, improve health outcomes, and support firefighters in managing their occupational health.
A committee consisting of representatives from the Professional Firefighters of New Hampshire, the New
Hampshire Association of Fire Chief’s, and the Department of Safety’s Division of Fire Standards and Training
and Emergency Medical Services, with oversight from Commissioner Quinn, was established to develop an initial
plan to administer the program, which was approved by the Governor.
A Request for Proposals (RFP) has been published on the State’s Procurement and Support Services website. The
RFP is divided into four components: third-party administration (TPA) of the pilot program; a blood test that
detects signals from as many cancer types as possible; ultrasound diagnostic screening; and lung computed
tomography (CT), if indicated.
Interested and eligible bidders can submit proposals for one, multiple or all components of the RFP. Each
component will be evaluated independently based on the proposals submitted. All contracts with selected
vendors will be submitted to the Governor and Executive Council for final approval.
Per the RFP, proposals from interested vendors must be submitted by Feb. 19, 2025.
